Where can I buy cigars and avoid some fees?
I tried looking online to buy wholesale but I save very little if any money.Is there anyway to avoid Taxes or high delivery charges to buy boxes of cigars & save?

As you found out, wholesale only works if you can buy is large quantities. Otherwise you save very little. The only way I know of to save money on cigars is to buy outside of the US. I checked to see what the limits are for bring tobacco products in from outside the US. Here's what Customs says:
"A traveler may include up to 100 cigars and 200 cigarettes in the $800 exemption from duty. U.S. residents on State Department-licensed travel to Cuba may no longer bring cigars or other goods back with them from their visit"
You can't bring any amount of tobacco products from Cuba into the US unless this rule has been changed very recently. This includes buying Cuban tobacco from another country such as Canada.
Some Indian reservations sell tobacco for less since they don't have to levy US taxes.
