The best deal is one where both the seller and the buyer are satisfied.
If you are asking how to get the lowest price, the number of variables are too great to discuss in detail, but I will show you a few.
To begin with, if you have cash, you will be in the strongest negotiating position. Cash is either yours, or comes from a conventional lender (bank or credit union). If your credit is in order, visit a lender and get an approval for a loan, which is the same as cash to the dealer. If you ask the dealer to take payments, he will refuse to negotiate, since he must wait and hope for the money.
Find the competing ads online, look at the "book" value, and refuse to pay more. Find deficiencies in the car (worn tires, cigarette burns, mismatched paint, etc.) Consider that on the best day the only cars worth full book retail are those in high demand and in showroom condition. Many used cars are not worth WHOLESALE book.
Be patient, look for a really nice car, bring your own money, and say "no" a lot. OR, settle on a price you are comfortable with (I just advised my own sister to pay a bit above retail book for an exceptional used car, an advice neither of us has so far regretted), and stick to the price. DO NOT get emotional about the car or the price, or you will lose.
MOST IMPORTANTLY, do not assume the car is a good one. You may get a really good buy on a really bad car. ALWAYS have the car inspected by a third party (mechanic or knowledgeable friend), and view a title history (AutoCheck or CarFax), before you enter in to any negotiation.
NEVER say you really like the car.
Look for a car that has been well cared for, look for a good price (don't be ridiculous), and WAIT. Your best deal will arrive after you have left the dealership. DO NOT purchase on the first visit.
